In our administration we need to fill some german bundesbank PDF forms. 
Some forms with version 1.7 call for a document password: "Please enter the password to read the document". But there is no password. 
With my private Computer and Adobe Acrobat Reader XI there is no password needed. 
It seems okular and KPDF have problems with the permission-management of newer PDF versions.

1. follow the link
2. open the attached PDF


Actual Results:  
Document password is requested

Expected Results:  
show content without password

Do you  mean this one:

I can open it without issues.  (It has only one page, right?)  Maybe your okular/poppler is too old?

Qt: 4.8.7
KDE: 4.14.21
Okular: 0.25.0
Poppler 0.44
(all from Debian testing)

Yes, our current okular/poppler seems to be too old. 
Higher versions are working. Thank you.
