What I did and what happend:
1. turned on my TV screen with resolution 1280x720 on top on my primary screen
2. my top panel moved to top of TV screen and disappeared from my primary screen
3. I couldn't switch windows from this panel with ALT+TAB
4. all windows from my primary screen moved to TV screen (TV was off so I couldn't see them)

What should happen
1. my top panel shouldn't change screens
2. windows shouldn't change screens
3. I should be able to change windows with ALT+TAB

It looks like panels change screen to one which is on the left (now I have TV on the left and PC monitor on the right). Bug is still present in plasma 5.7.1, qt 5.6.1, frameworks 5.24.
