see the list widget upper left (filter music sources) and the scroll bar lower right

Reproducible: Always

Steps to Reproduce:
1. install plain KDE (in my case openSUSE Tumbleweed)
2. upgrade to plasma 5.7beta + Frameworks 5.23
3. launch Okular

Actual Results:  
enjoy CDE widget style

Expected Results:  
enjoy breeze widget style

qtconfig does not show Breeze as an option (having Plasma 5.6.4 with Frameworks 5.22 I could set Breeze theme there)

If indeed you are using kde4 version of the said applications, they are not affected by the update to plasma5.7
if you want them to use breeze, you must have the breeze style *for kde4* installed, which I dont think your "update to plasma 5.7" provides.
I can give you instructions to compile it by hand if you want.
(but you would need some kde4 development packages of course)

I can close the bug report here. The problem was due to the change of gcc version in openSUSE Tumbleweed. Qt4 was built with gcc6 and plasma+frameworks from the additional repo was still built with gcc5. After the additional repo has been rebuilt with gcc6 it works now fine again.
