In a pointing device-controlled environment, slide to reveal is cumbersome. Instead, revealing actions when hovering over an item works well there (see for example Plasma-NM).
Therefore, the slide-to-reveal controls should also show on mouseover.
We could hide the handle on desktop, but if we want applications to still be controllable with touch on desktop, we should better it there.

on desktop mode show actions on hover

when mobile, show the slide handle when desktop, make the icons fade in on mouse over
support tooltips, on hover on desktop, on long press on mobile
