We really should improve default font display quality.
We need to create symbolic links in /etc/fonts/conf.d from /etc/fonts/conf.avail of
30-Droid-noto.conf
30-Droid-noto-mono-conf
10-sub-pixel-rgb.conf

As a side note: Oxygen-Mono 9 as a monotype font should simply disappear as a default choice (poor looking, not char complete as Noto, too small) and so ttf-oxygen as a dependency (poor looking, not char complete as Noto).
I strongly suggest using Noto Mono 10.

I'm afraid we don't have the knowledge to reliably make changes to the foundations layer, best report to Ubuntu and convince them to change it.

I've submitted a patch to Plasma to change to Noto Mono as the mono font but it was too late for 5.7
