Changing SDDM Background In System Settings Does Nothing.
Using Neon User Edition.

Reproducible: Always

Steps to Reproduce:
1. Go To SDDM Settings
2. Choose An Image And Hit Apply
3. Log out or reboot and see that image is not used as background

Actual Results:  
Nothing Changed

Expected Results:  
SDDM uses image for background

My bad. When I was on tumbleweed I didn't encounter this issue. I thought it was neon specific.
