In older versions I has same problem (e.g. v2.9) — I launching Krita and when I'm touching or move pen it's crashed. But Mouse work fine. 
In pre-alpha (in january) this problem was fixed. But in newer releases it back again.
Without crashes work only this version: https://krita.org/item/first-krita-3-0-pre-alpha/
This and newer version crashes: https://krita.org/item/3-0-pre-alpha-3-is-out/

2. Move tablet pen
