In the message list, the date/time of the email received is correct however when selecting an email and it shows the email in the bottom panel that message shows the time received as UTC time.

Example:
In message list it shows email received on May 30th, 12:19 PM (PST, Correct)
However when viewing the message in the panel below OR opening the email it shows the date as May 30th, 7:19PM PST (incorrect). When replying it shows this email received at 7:19PM even though it is actually 12:19PM.

This started occuring after the latest update to 16.04.x, however currently after 16.04.1-1 on Arch it is still a problem.

Reproducible: Always

Steps to Reproduce:
1. Look at email list
2. Message list shows correct date (PST) while the actual email is showing (and replying with) UTC time?

Actual Results:  
Displays UTC time in actual email even though message list is correct

Expected Results:  
Display correct time per timezone

Running arch linux all the latest packages

Unsure if related, however during testing on bug https://bugs.kde.org/show_bug.cgi?id=362958 regarding calendar invites, upon accepting an invite say with EST time zone (while I'm in PST), it gets added to my calendar at the incorrect time (ignores the time zone specification/calculation/conversion). May be related or not as it has to do with the message header parsing from what I can see?
