If kwin is set on "Change desktop on border" "Always activate" (not sure of the translations, I use it in french), panels which are set on "Windows can hover panel" aren't shown, even if there is no desktop in direction of the panel.

Reproducible: Always

Steps to Reproduce:
1. In ~/.config/.kwinrc set ElectricBorders=2 in "Windows" section, refresh with kwin_x11 --replace
2. Click on a panel settings, click on "more settings", select "Windows can hover panel"
3. Maximize a window, try to access to panel

Actual Results:  
Panel don't appears

Expected Results:  
show panel
