tar records the user and group of the files added to the archive.

Reproducible: Always

Steps to Reproduce:
1. build twice and the binary does not match.
2.
3.


Expected Results:  
Binaries sould match byte for byte given identical build environment.

kapptemplate doesn't have a maintainer so possibly nobody will feel competent to review this, if you're confident it works then plunge forward and commit
