The manipulators are tied to document dpi, might get fixed once we overhaul vectors.
But in old version vectors was normal, and without problem with zooming
I have no idea where this comes from, but it is a regression and started happening after we forked flake. I think it's still normal in Calligra.
And what next? Work not comfortable
Well, it's not going to be fixed for 3.0, I'm afraid. And after 3.0, if the kickstarter (http://krita.org/2016kickstarter) gets funded, we'll redo most of the vector tools one way or another. So the question is: do we spend time on it between 3.0 and 3.1, or do we wait for the vector support to be rewritten...
