After switching to Command Line, there is no too-tip at the right corner of the command line segment.

Reproducible: Always

Steps to Reproduce:
1. Navigate to View > Switch to Command Line menu or use short-cut key f7.
2. Hover over the button at the right end corner of the command text field.

Issue: No ToolTip for that button

Actual Results:  
No ToolTip for that button

Expected Results:  
The button's ToolTip should display

KDevelop Version: 4.90.90
Qt Version: 5.5.1
OS: MS Windows 8.1 x64

This button should open  the Kate handbook. Probably needs khelpcenter (the application for showing handbooks)

Note: Maybe just packaging khelpcenter would fix this?

@dhaumann: Related to this issue. It probably makes sense to add a tool tip to the "Switch to command line" line edit? I think lots of people don't know what it is about.
