I have two panels placed on my desktop, and use the upper to show notifications. The issue is annoying for KMail where the icon remains with a number after all messages are read. But as well the KTelepathy keeps its initial icon with the throbber until a refreh is pushed from somewhere else, e.g. me by changing the height.

As far as I remember it was a regression from 5.6.2, but not sure.

that is likely the application itself not updating the icon?

Both, KTelepathy and KMail? Sometimes it works, sometimes not.
