Currently Flow slider is a bit hard to use. between values 0.30 and 1.0 there is not much noticeable change in behaviour but between 0.01-0.30 all magic happens.
Working with so narrow value scale on slider in tool shelf is a bit of a pain. It would be nice if this slider was weighted to compensate how values are really mapped compared to real results.

I think this really depends on what the brush tip is, what the opacity is etc., so I wouldn't agree with this feature request. Also we changed Flow recently, so I'm not sure if this wish report is relevant any longer.
