I cannot launch kdevelop from command without giving the command ~/.env-kf5 .

Reproducible: Always

Steps to Reproduce:
1.Open command prompt
2.Go to diretory kdesrc by giving the command: cd kdesrc
3.Go to diretory kdesrc by giving the command: cd kdesrc-build
4.Now try launching KDevelop by giving kdevelop.

Actual Results:  
kdevelop should be launched

Expected Results:  
Will display an error

But if i try launching the application after giving the command ~/.env-kf5,kdevelop is launched.
