Since the latest upgrade the panel auto hide does not work

Reproducible: Always

Steps to Reproduce:
1. panel settings -> Auto Hide
2.
3.

Actual Results:  
Nothing happens

Expected Results:  
Panel should drop from view exposing area panel occupies

Yes it is the same symptom.
The auto hide was working fine until the recent updates though so this did seem to be a new issue from my perspective. 
Just to add to this though the focused window I currently am accessing neither goes behind or on top of the panel so it seems like this functionality has been completely been disabled. 
I have a work around at the moment and that is to delete the panel do what I need and then just add the panel back. I could move the panel around but deleting and adding is the same effort
