KDE plasma 5 has no RTL layout on RTL lang (Arabic, hebrew)

Reproducible: Always

Steps to Reproduce:
just looking


Expected Results:  
RTL everywhere

Some things definitely change.

Therefore this bug is way too vague.

Please file individual bugs with screenshots.

on KDE 4 everything was OK
all the desktop was RTL layout

KDE 5 - the problem

Sorry about my terrible english

KDE 5 
the system is setting to Hebrew language
everything is still LTR layout
(I try to --reverse - its looks terrible)

PS
in KDE 5 a lot of string is in english although in KDE 4 they was translated to hebrew

You need Qt >= 5.6 for proper RTL detection to work, there's not much we can do there.
