usb drive does not auto mount after removal/insertion

Reproducible: Always

Steps to Reproduce:
1. Insert usb drive and mount it from the task bar notifications icon.
2. systemsettings5->Hardware->Device Actions->Manage actions available to the user when connecting new devices
3. Check mark Enable automatic mounting of removable media
4. Uncheck first two selections.
5. check mark Automatically mount removable media when attached
6. Scroll down in the Device Overrides screen and
    check mark usb Automount on Attach
7. Use task bar notifier to dismount usb drive.
8. remove and insert usb drive.

Note device is not mounted.

Problem is local to one user only.
