The tool options for brushes do not load on opening a new file. the tool option section remains empty , To workaround user has to click on multibrush tool or other tool and then switch back to brush tool , then the tool options appear back. some times they appear back but have some margins on the top and start from midway of the docker.

Steps to Reproduce:
1.open krita and create or open an existing document
2.check the tool option docker


Actual Results:  
tool option docker for brushes is empty on starting a new file

Expected Results:  
Tool option docker should be populated with brush tool options.
