It's not that the button isn't there, but it gets covered up by my taskbar. I can't drag it or minimize it and I can't tab to it. The only way I can get to it is to go into full screen which can get annoying if I have to open something else.

Reproducible: Always

Steps to Reproduce:
1. have version 2.9.11
2. open it in windows 10, keep it windowed
3. click new file

Actual Results:  
the create button is covered by the taskbar. It can't be moved or minimized and can't be reached by tab

Expected Results:  
show the button in windowed mode
