problem with the installation of proprietary graphics driver in Ubuntu 16.04, the drivers do not appear in the menu.

Reproducible: Sometimes

Steps to Reproduce:
1.windows sometimes lose the buttons to open or close when I open an application or website forcing me to close session
2.I close session and enter again. The problem finished
3.Privative graphic drivers never appear

There's not button to "open" in kwin.

Assuming you're referring to a segfault of kwin (the WM crashes and the titlebars are gone) you'll likely face bug #358369
The answer to this is to run "kcmshell5 kwindecoration" and select the breeze decoration, but to know for sure, we'd need to see a backtrace.

No idea about the other things you mentioned, but please do not stack different bugs together.
