Application launcher (kickoff) doesn't get the focus when the window focus policy is set to "focus under mouse" (and above).

Reproducible: Always

Steps to Reproduce:
1. set "focus under mouse" or "focus strictly under mouse" in system settings
2. click application launcher icon ("K" icon)
3. type something

Actual Results:  
Application launcher doesn't get the focus. This happens even when no windows are open.

Expected Results:  
Application launcher should always get the focus, regardless of the window focus policy.

Cannot confirm this bug in:

Distribution: KDE neon Developer Edition Unstable Branches
KDE Plasma Version: 5.10.90
KDE Frameworks Version: 5.37.0
Qt Version: 5.9.1
Kernel Version: 4.10.0-32-generic

Tried both with "focus under mouse" or "focus strictly under mouse" modes.
