Kernel: 4.4.0-15-generic x86_64 (64 bit) 
Desktop: KDE Plasma 5.5.4
Distro: Ubuntu 16.04 xenial

With the KDE Frameworks 5 it is in the Mouse settings:
KDE System Settings > Input Devices > Mouse 
Direct: kcmshell5 mouse

Well, I guess that makes the "bug" easy to solve. 

Far be it for me to question design decisions, but this strikes as a poor one. Thank you though, and I remain a fan of Plasma 5.
