Panels are always on top if located on inner borders of multi-monitor configurations

Reproducible: Always

Steps to Reproduce:
1. I have three monitors, but it is reproducible with two.
2. Right-click on desktop, create new panel
3. Make it able to be overlapped by other windows in its additional settings.
4. Put the panel to any screen border which is middle between several monitors, so mouse pointer can go through it.
5. The panel always remains on top instead of being overlapped.

On far screen borders it works as expected though.

Also, when the panel is attached to the border of secondary or tertiary display and that display disappeared after a reboot (desconnected), panel disappears as well until the monitor is connected back

I have broken my leg so I won't be able to answer your question earlier than after a month, sorry. I have only one monitor at home.

Yes, it is still reproducible on KDE Pasma 5.12.3
