When holding down spacebar to pan, the tool switches back to the freehand brush tool (or whatever other tool was active before) as soon as the pen is released from the tablet, despite the fact that the spacebar is still pressed. 
So if you have to pan multiple times, you need to release and push again spacebar between each stroke.
It only happens when using a tablet. When using the mouse instead of the pen, the pan tool is active as long as spacebar is pressed.

Reproducible: Always

Steps to Reproduce:
1.Select a tool, like the freehand brush tool
2.Hold spacebar down, and do a couple of strokes of the pen on the tablet

Actual Results:  
The first stroke pans the document around, but for any additional stroke the tool is switched back to freehand brush tool and it draws on the canvas (despite spacebar still being pressed).

Expected Results:  
The pan tool should be active as long as spacebar is kept pressed, the tool should not switch back to the previous state.

This doesn't happen at all when using the mouse, it only happens when using the tablet.
Tested on Windows 10 with a Wacom Cintiq 13hd, driver version : 6.3.15-2
Krita version : Krita 3 pre-alpha 3
This doesn't happen on Krita 2.9.11

Today I had the chance to test it on two other machines, with different cintiqs.

- First, a workstation running WIndows 7, with a Cintiq 22HD : the problem is exactly the same. One stroke, and then the cursor switches back to brush no matter what.

- Then, I tried it on a Cintiq Companion 2, with Windows 10 and the latest wacom driver: here it's different. After the first gesture, the cursor starts to flicker on the screen, but it almost works: you can pan multiple times (from what I tested, I'd say around 5 to 15 strokes of the pen) before it "forgets" spacebar is pressed, and it reverts to the brush tool (or any other tool that was selected). It seems quite random in this case.

I have the same issue with an "Intuos Pen & Touch", and not only for panning but any action that depends on making a stroke while a modifier key is pressed, such as changing brush size, rotating and zooming.

Note: I have the first type you described: After first stroke it reverts, 100% of the time.

Hi all,  

This happens to me too.

Wacom Bamboo Fun on Windows 10.

Spacebar and pan works 1 time only. If I lift the pen up and place it back down WHILE CONTINUING TO HAVE SPACEBAR HELD it ignores the spacebar and starts drawing.

So now I have to release space each time I move the canvas around.
