In KDE 3.5.x you could right click the Kicker, click 

Add application to Panel -> Add Non-KDE Application

In a new window you could enter this information:
Button Title
Description
Executable
Command line arguments
Use the checkbox "Run in a terminal window"
Set the icon.

I see nothing like that in Plasma 5.

Right click in the applications menu, click edit applications.

Make a new app.

right click on this new app and click "add as launcher"
