Asus G75VW my PC to Bluetooth, but the icon is not active, even if the system recognizes my bluetooth card, it does not.

Reproducible: Always

What is your Bluedevil version? You can get it eg. with "bluedevil-wizard --version".

Can you please post output of 

qdbus --system org.bluez

and 

qdbus --system org.bluez /org/bluez/hci0 org.bluez.Adapter1.Powered

BlueZ doesn't see any adapter. How did you find that your system recognizes your Bluetooth card?

On Linux Mint cinnamon or Kubuntu, I could use my bluetooth, but not with opensuse kde.

You either need to either unblock your Bluetooth adapter or you have missing drivers/firmware.

Can you please post output of       sudo rfkill list

the answer:

If 'rfkill' is not a typo you can use command-not-found to lookup the package that contains it, like this:
    cnf rfkill

So you must unblock Bluetooth. It should be possible from Bluetooth applet in system tray or from System Settings -> Bluetooth (it will inform you that Bluetooth is blocked).

What is your KF5 Frameworks version?

Also, can you run "rfkill list" as a normal user (no root or sudo).

Absolute path to 'rfkill' is '/usr/sbin/rfkill', so running it may require superuser privileges (eg. root).

You're welcome, but it is not fixed, right?
As a workaround, you should be able to run "sudo rfkill unblock bluetooth".

But that doesn't fix the bug, I'll need to know the Frameworks version.
You can find it in some KDE application, eg. System Settings -> Help -> About System Settings -> Version tab
