Some ideas to bring more consistency into the widgets an panels and reduce duplicated information. Reproducible: Always
Created attachment 97774 [details] panel configuration Panel configuration -------------------------- Panel configuration is available if the widget is unlocked. when you look at the screenshot PanelConfiguration.png on the right click you have in addition the add panel stuff so to be consistent it would be nice to add it in the more settings of panel config too.

In addition there are a lot of informations most of the time different if you lock or unlock widgets. In addition there are sometimes submenues with ONE entry so an additional click with no additional information.

Widget --------- when you use right click on Widgets you come to edit widget and remove widget (new) if there is an alternative widget you get also this information. that's it. Same behavior as on the desktop Panel ------- For the panel we have the Burger Menu that opens the panel configuration mode. There you can add widgets, move widgets, (edit and delete widgets too), add and remove a panel and config the panel. everything done.
Created attachment 97777 [details] lock stuff on desktop not needed As we have the edit mode at the panel burger menu AND on the desktop burger menu there is no need of this lock / unlock stuff any more. In addition lock / unlock plasmoid when right click on the desktop look out of place cause right click is ordinary an config of the selected stuff and the user select the desktop so not a widget. I would also remove the add widget and add panel stuff cause they are available with the burger menu.
I doubt the bug tracker is the right place to have discussions like this...
