I've discovered I cannot create new folders in the top level "Local Folders" or IMAP folder: the option to create a new subfolder on that level does not even show in the right mouse button menu. Already existing subfolders for that top level folder do show the option, and I can create a new subfolder in them, but then I don't get the option of moving it to the top level either (when moving the mouse over the top level folder it doesn't get highlighted like the others, and dropping the folder there has no effect). Moving it anywhere else works perfectly well.

Reproducible: Always

Steps to Reproduce:
1. Start kmail
2. Try to create a subfolder in an IMAP or local top level folder
3. The option to do so does not exist
4. Create the subfolder in an already existing subfolder
5. Try to move it to the top level folder. It won't allow even taking the action. 

Actual Results:  
The folder is not created in step 3 and not moved in step 5

Expected Results:  
The new folder should appear just under the top level folder

Seen an old bug which seemed to refer to the same problem, but was supposed to be solved in an older version. This bug is:

I cannot confirm if it's exactly the same bug. For some of the comments the symptoms do match, but for others there are some differences.

I have this issue as well and still have this issue after upgrading to kubuntu 16.04 with kmail 5.1.3. I can create a folder using akonadiconsole but not from kmail itself.

 This is still an issue as of kmail 5.4.3

it was fixed in 5.6.x
5.4.x is very old.
