Widgets are always locked no matter if i click on "Unlock Widgets" on the toolbox menu or by right-clicking on the desktop. After I click on "unlock" the option will change "lock" with the appropriate icon, but the widgets are still locked.

This has been going on for quite some time, I assumed it was a bug that came with an update and would disappear by the next, but several updates have come and gone and I still can't move or resize my widgets.

Reproducible: Always

Steps to Reproduce:
1. Try to move/resize any widget
2. Click on "Unlock widgets" (Or lock and then unlock)
3. Try to move/resize any widget

Actual Results:  
Widgets can't be moved or resized and hovering over them doesn't show the right-side menu.

Expected Results:  
Being able to move and resize widgets and the right-side menu showing.

Same here for me since the latest KDE update on Kubuntu 15.10 (ppa:kubuntu-ppa/backports enabled).

I am unsing KDE Plasma 5.5.3, and Framework 5.18.0

The issue is probably with the new default setting that no longer shows applet handle on hover. You now need long press to start moving widgets.

You can change it back in Desktop Settings (right click on desktop) -> Tweaks -> Widget Handling.

That is true, I was not aware of this change. It is still not easy to get it to work with a touchpad unless you change the setting to make it less sensitive but I suppose this intended and not a bug.

Two notes:
1. This new behavior is not traditional (like simply dragging an icon) or obvious (like the previous right side bar), as such, this change should be made more clear both to new and old users, as it's not very like they will know what to do and will assume KDE is simply too buggy, as I did despite having used it for years.
2. When this new setting is activated, and it seems to be by default, the top right-hand menu shouldn't show the useless Lock/Unlock Widgets option. If users click on Unlock Widgets and they still can't be moved or resized one can only assume plasma isn't working right. This should be considered a bug and should be fixed.

I need to add that some widgets do not fallow the new behavior fully.

Eg, for the analog clock, calculator widget  you do need to long press to be able to move it from where you initially placed it. In the other hand the color picker, cpu load monitor widget, you can move it around without long press, although to resize them you need to.
If there is a bug it would be a per widget bug the way i see it.

Yes it does, going back to the old "known" behavior solves it. 

But the problem the way i see it now:
- Some widgets do not fallow the default behavior strictly, which make things confusing.
- People is already "familiar" with the old behavior and do not know the new one.
- Is it not intuitive on a desktop PC as it is for a tablet/smartphone.

Some widgets might indeed be movable without a delay. I do not see this as a bug. Some windows, for example, can be moved without using the titlebar when clicking on a background element that does not need to react to clicks.

Changing severity based on comment #8, but keeping it open for Plasma maintainers to decide if those widgets need changes, of if the defaults could be changed.

It sure is a bug. Well, when you move, the widget disappears.

And when you right-click, nothing happens.

I can confirm that with plasma 5.8.4, breeze icons, and the option in #2 on
nothing happens when right clicking on the desktop icons (widgets do show handles
when right clicked bu not other icons, Home, Trash etc.).

Also, when you go the desktop configuration and choose icons the slider bar
for icon resizing only moves from one notch to the next and not continously.

The global edit mode in Plasma 5.18 should make this better.
