Custom video effects are properly shown when "show all effects" is active. However, when "show video effects" is in effect (pun intented), then custom video effects are not listed.

Reproducible: Always

Steps to Reproduce:
1. Create custom video effect from a video effect, such as "fade in from black".
2. In effects pane select "show video effects".

Actual Results:  
No custom video effects are shown, only built-in video effects.

Expected Results:  
Both built-in as well as custom video effects should be shown.
