The list of new widgets fails to download when I am connected to the internet through Privoxy. As soon as I added download.kde.org and api.opendesktop.org to the list of exceptions in System Settings, the problem went away.

Reproducible: Always

Steps to Reproduce:
1. Connect to the internet through Privoxy (with the default configuration and filters, simply forwarding everything directly)
2. Right-click on desktop, press "Add widgets"
3. Click "get new widgets" → "download new Plasma widgets"
4. Observe "Loading of providers from file: http://download.kde.org/ocs/providers.xml failed" at the bottom of the window.

Actual Results:  
The widget list isn't downloaded.

Expected Results:  
The list should have been downloaded through the proxy.

I have experienced the same error on Arch Linux with Plasma 5.6.2.
