The current icon for the situation when wifi networks are available but the computer is not currently connected to any is very similar to being connected to a wifi at full signal strength (they only differ in color).
This is problematic because 
1) the color blue is the highlight color in the Breeze color scheme which is often used for "active" states, but here it means "inactive". 
2) the blue is not easily distinguishable from the black/grey for connected wifis under certain circumstances (e.g. light conditions).

This may often lead users to mistake the icon as signalling a connected wifi.
