The size of the icon of the popup note is in my opinion too big, so that sometimes it's difficult to position it in the document without covering part of the text. If the size would be configurable, everyone can adapt it to their own needs. Reproducible: Always
Given that someone gave some love to the inline note I bump this bug which is related.

I think this is still a minor problem. See attachments where on two different PDFs whose absolute dimensions differ, the icon is rendered small and big. Moreover the icon is not resizable (only the associated popup window is resizable).
