This is actually a feature request. I use two keyboard settings for two different languages. When I compose an email in Turkish and click the Send button, the pinentry dialog appears. At this time, I can switch to the English keyboard layout from the Plasma panel by clicking on the language indicator, however the keyboard shortcut that was created for this very same purpose does not work. It would work as expected when the pinentry dialog is not displayed.

Reproducible: Always

Steps to Reproduce:
1. Compose an email with a keyboard layout. Set it up to send it with your gpg signature
2. Click send
3. See pinentry dialog appear prompting for your keyphrase
4. Try to switch keyboard layout by using your keyboard shortcut assigned for this purpose
5. Fail
6. Switch keyboard layout by a mouse click on the language/keyboard layout bar on plasma panel
7. Input your passphrase

Expected Results:  
One should be able to switch keyboard layout using the keyboard shortcut while the pinentry dialog is up
