keyboard layout switcher hotkey (any level) not working and system tray icon is not displayed.

Reproducible: Always

Steps to Reproduce:
1. press key to switch layout (e.c. Ctrl+Alt+K)
2. Repeat step 1

Actual Results:  
US keyboard layout image is displayed all the time and layout is not changed

Expected Results:  
RU keyboard layout image is displayed and layout is switched to RU

USB Apple aluminium keyboard (ANSI) is used.
