Plasma panel seem to launch on 0x0 instead of primary. Reproducible: Always Steps to Reproduce: 1. Have multimonitor 2. Add primary that is not 0x0 3. Reboot Actual Results: Launches on 0x0 Expected Results: Launches on primary monitor.

I have the same issue. Now I just updated to Plasma 5.7 and it is still going on. However, If you edit ~/.config/plasma-org.kde.plasma.desktop-appletsrc and change the property lastScreen with the monitor number (0,1,2, etc.) and restart plasma, it does work! Seems to be a problem in the display configuration utility.
