When iterating through the different Monitor configurations available (only Laptop, mirror, laptop main - external extend, internal main - laptop extend, only external) for 'external only' the control panel does not show. Manually choosing this configuration in settings yields the same result.

Reproducible: Always

Steps to Reproduce:
1. Have Laptop, external Monitor connected
2. Iterate by hotkey or choose external as main monitor and only active in settings

Actual Results:  
Control panel is not visible.

Expected Results:  
Control panel is on the main screen.

I've fixed this issue for the 5.8 release.
