Folder settings/icons/Sorting
Set to unsorted
Set folder first
Folder settings/icons/Arrangement
Set/Unset lock in place --> does not exists

Cannot place any icons where I want.

Reproducible: Always

Steps to Reproduce:

Actual Results:  
Icons stay in place.

Expected Results:  
Icons should be stay where I want to place them.

Icons can be moved when Folder View is used as desktop layout. The widget doesn't support it.
