In openSUSE Leap 42.1 with KDE Plasma 5.4.2, the following programs:
- Libreoffice
- Okular
- Kile
can't open files whose path (file name or directory name) contains Hebrew letter. 

On the other hand, some other programs (like KWrite, Acrobst Reader) do not suffer from this bug.

does this happen when you open in Dolphin too?

Can you open konsole and type "env" and paste the result?

Yes. Dolphin shows all files in the directory correctly, but when I either double click on a pdf file, or open using right click | open with | okular, I get the error message noted before. 

However - when I use the open file dialog inside okular, the files open correctly!

In the case of libreoffice, the open file dialog fails too: I get this message
  "home/amyekut/Dropbox/Documents/lectures/pythagoras/עברית_2015/lecture.tex does not exist."

After almost a couple of months I was hoping to see some movement towards a fix. 

But there is no sign of it...
