The keyboard module does not apply repeat settings to a device that has been connected. Settings must be manually re-applied through the GUI.

Reproducible: Always

Steps to Reproduce:
1. Change keyboard repeat setting to some non standard value (example 250ms + 25 repeats per second)
2. Unplug the keyboard
3. Plug the keyboard back in

Actual Results:  
The key repeat of the keyboard is no longer at the desired delay and rate

Expected Results:  
The keyboard should be repeating keys using the chosen settings.

The values in the keyboard configuration module remain at the desired value, reapplying the settings sets the repeat values correctly.
