I go to the menu with the mouse and click on program icon, but the program doesn't open. (I haven't tried the command line)

which version of krecipes?
which desktop environment?

I don't know which version of krecipes it is, because I can not open it. I am using Linux Mint 17.1 Mate desktop environment. Thank you.

I'm pretty sure Linux Mint has a package manager where you can check the version number of krecipes you installed.

Yes, it did. I wrote krecipes on the terminal window and it started. but it came with some other bug messages on the terminal window this time. the messages are:
QDBusConnection: session D-Bus connection created before QCoreApplication. Application may misbehave.

QObject::connect: Cannot connect (null)::contextMenu( K3ListView *, Q3ListViewItem *, const QPoint & ) to RecipeActionsHandler::showPopup( K3ListView *, Q3ListViewItem *, const QPoint & )
QObject::connect: Cannot connect (null)::doubleClicked( Q3ListViewItem*, const QPoint &, int ) to RecipeActionsHandler::open()
QObject::connect: Cannot connect (null)::selectionChanged() to RecipeActionsHandler::selectionChangedSlot()
and this:

Those warnings are harmless.

Does it also work if you do

krecipes --icon krecipes -caption "KRecipes"

?

Do you have a file named
 /usr/share/applications/kde4/krecipes.desktop
?

If so can you run 
   grep Exec /usr/share/applications/kde4/krecipes.desktop
and print its output?

If not you'll have to use your package manater to try to find the file and then run the same grep command

When I write this as a  command at the terminal, it answers "there is not such a file or folder". I did't print the output because it was in my language.

Sincerely at this stage i think it's a bug in the Mate Launcher since you can launch it correctly fine from the terminal and not from the launcher.

I would suggest opening a bug in their bug tracker.
