I have two monitors, on the primary monitor I set the desktop to be Folder View, on the secondary to be Desktop and change the background image to something.
On restart the primary desktop will act as desktop showing the image I set and the secondary shows the folder view.

Reproducible: Always

I can confirm this bug. It might be related to bug 353975 as well (which I see since panels and screens started swapping around again).

Also should note, that the screens are not moved around as a whole, but panels and desktops move around independently.
I noticed this since I have the standard background on two screens and an individual one on one screen.
(I stopped setting up my desktop after I noticed that I do not get persistent setups.)
Sometimes the panel appears on a screen with the default background, sometimes on the one with the individual background image.

Originally my setup was:
default BG | individual | dafault BG + Panel

Yesterday I had:
individual BG + Panel | default BG | default BG

Today I see:
default BG + Panel | default BG | black screen

From what I can tell it is completely random which layout I see on the next boot.

Just wanted to add: The black screen is usable as in Windows can be moved there, maximized etc.
The application switcher can appear on that screen as well.
(So kwin seems to work properly.)

However, the desktop menu (right click) is not accessible and no settings icon is there. So Plasma does not seem to be active on that screen.

Another interesting observation. Yesterday Plasma moved the panel, after disconnecting one screen.
And it moved it onto the screen I just disconnected. Interestingly, when reconnecting, it wasn't moved back.

I think that shouldn't happen. ;)

Probably related, it is also "random" which screen has a focus when the desktop gets locked. Sometimes primary, sometimes secondary (and you can't click on the password input field of the primary screen).

Have to admit, this is getting funny now.

Today when starting the computer, the panel bounced 4 times between two screens before resting on one of them.
What the …? :D

I can confirm that this happens everytime on my system.  I have two monitors one on DVI and another on HDMI.  The HDMI is primary.  Whenever I turn one of them on/off I get a crash on plasma and a bug report generates.

Thanks for the reports

We are aware of a problem regarding panels and multiscreen setup.

I'll be closing this as a duplicate of bug 356225 to ease tracking. All these
bugs are related and/or have the same cause.
