To the translation of English, some localization success, some  。

example:
The okular menu bar is shown as : 文件(F)   Edit  View  Go Bookmarks Tools  设置(S)  帮助(H)

Translation files:
msgid "&Bookmarks"
msgstr "书签(&B)"                                                                                                   
 
msgid "&Edit"     
msgstr "编辑(&E)"    
                 
msgid "&View"     
msgstr "查看(&V"    
                
 Bookmark ,Edit,View has been showed in English


Reproducible: Always



Expected Results:  
Can completely localization

To the translation of English,Some localization success, the other is always display in English 。

Do you use kf5-based version? If so, what is the version number of kf5 libraries?

If kf5 version is lower than 5.9.0, there is a bug in it which prevents .rc-files translations from loading:

 Use kf5-based version is 5.15.0, There are still this problem.

It is still not clear for me which is the version of Okular affected by this problem.

Can you please paste here the output of 
okular --version
?

The okular  --version is 1.0.0.

1.0.0 is an unsupported version of Okular based on KDE Frameworks, compiled from a snapshot of a development branch. Because of this, there are no translations for that branch of Okular yet (some messages for the stable version may work, that's why you see them translated). Please use the supported version of Okular if you want to use the existing translations.
