Since they get mostly connected, to get used, is an instant prioritisation senseful. 

A drop down menu in the KCM can help to adjust that default behaviour for these rare cases, where the currently used one is useful.

Another solution, which possibly can also get implemented with its own option in the mentioned drop down menu: https://bugs.kde.org/show_bug.cgi?id=355168

The current situation with no response at all leads the user crowd to the idea, that their OS do not support the specific hardware..

Reproducible: Always

Steps to Reproduce:
1. Plug in any digital audio or video device (TV via HDMI, USB Speakers, USB Headphones, USB Soundcards, Chromecast)
2. Stand in the shoes of a newbie. :)

Actual Results:  
No response at all.

Expected Results:  
Sound, Video

This should happen in Pulseaudio really, so best bring it up there please.

This help to initiate sound devices, whats up with HDMI/DVI Screens, please ?
