Global Keyboard Shortcuts in System Settings allows you to change global application keyboard shortcuts. But you have to select the application from a drop-down list. It's user friendly -- a regular user doesn't know which application manages "Show Desktop" action or "Lock Screen".
Why don't get rid of "KDE component" drop-down list and show all applications in the tree?
