If you enable proxy clips, these will always be used for rendering. The program acts as if "Render using Proxy clips" is enabled - even if it isn't.

Reproducible: Always

Steps to Reproduce:
1. Make a project
2. Enable proxy clips for one or multiple videos
3. Place a video in the timeline
4. Render

Actual Results:  
You can see the resulting video having a pretty bad quality, as it uses the proxy clips for rendering.

Expected Results:  
A nice and clear image.

I am seeing this behaviour in version 16.04.0
