Not much to say. Choosing German language and regional settings for a user does not result in a correct LANGUAGE setting. Some programs have issues (dropbox for example). The $LANGUAGE should read like "de_DE:en_GB:en_US:en" but it reads "de:en_GB:en_US:en" The global system wide settings are correct. Reproducible: Always
Is this still happening for you with a recent version of Plasma, like 5.18 or 5.20?
