In the Confirmations tab of the General category of the Preferences dialog there is a checkbox item for "Deleting files or folders".

When I delete a file or folder dolphin moves the file to the trash without any confirmation dialog regardless of the setting.

Regarding: 
Dolphin -> Settings -> Configure Dolphin -> General -> Confirmations ->
"Deleting files or folders"

Tried it with option checked and unchecked and worked as expected.

Probably, there was a misunderstanding on my side. I wrote

"When I delete a file or folder dolphin moves the file to the trash without any confirmation dialog regardless of the setting."

When I said "delete" I meant pressing the "DEL" key. But this triggers the "Move to trash" function. Above the "Deleting files or folders" confirmation checkbox there is another one: "Moving files or folders to trash". Both options work fine.

However, I think the terms "delete" and "move to trash" - though technically correct - could be a potential source of misunderstandings.

Dolphin shortcut keys for the Delete Key

Ah, the Delete Key. I opened Dolphin and went to Settings -> Configure Shortcuts to see the action associated with the Delete key. 

I clicked the "Shortcut" column twice to sort the data and make it easier to view.  I see the Delete Key is assigned to, "Delete (using shortcut for Trash)" and the other "Move to Trash".  Correct, all is working. Sorry, I thought the problem was with the actual confirmation message.
