When I insert a DVD into the disc drive the Device Notifier does not react. (When connecting a USB device it behaves normally.)

can you type 
solid-hardware5 listen

and insert a DVD


so we can see what layer the problem is in

(would do it myself, but I don't have an optical drive)

Sure, solid-hardware5 listen does not react on DVD insertion or removal (but it does for a USB drive).

I am having a similar problem - which I have only noticed after the last two updates.  Device Notifier behaves erratically.  Generally, it will not detect a DVD , CD or USB device, although occasionally it will.  Running "solid-hardware5 listen" will show the addition and removal of usb drives - but not optical disks.  K3B or Amarok will show (or eject) the DVD or CD and all attached removal drives can be accessed via Dolphin, etc  - while Device Notifier still reports "No Devices Available".
Additionally, the folders of some devices will appear in /run/media whereas most will not.
This problem is occurring on two machines with identical hardware, OS, and software.
Here are the specs:
Kernel 4.2.5-300.fc23.x86_64
Plasma 5.4.3
Qt 5.5.0
